Changes to the relics... What will be the best combo?

EDIT: I forgot the proc ones, silly me, but I don't think they were changed in 1.3?

Matrix:
66 Str
56 End
27 Crit

War Hero:
113 Power
41 End
some expertise

Clicky Campaign:
+315 power for 30 seconds (25% uptime, 76.25 power average)
84 Endurance

If seems like if you don't mind losing a bunch of endurance, two of the war hero relics would be the highest dps increase. I really don't like having PVP gear be better for PVE, so I welcome any arguments.
