hard to say without simulators, but the rotations for healers is always a hard assumption to swallow for BiS calcs. another thing is using the dread guard armoring in the hands and feet to get the 6s innervate. a crit rating between 0 and 200 should all give pretty similar results.

This should be close enough: "quick" BiS at 69s. You can probably replace a Surge Enhancement with an Alacrity Enhancement if you so choose. Optimization of enhancements goes with the 6Alac/4Surge or 5Alac/5Surge setup: they're minimally different in HPS, if I remember correctly.

The essential bits:
-2x2 PvE bonus, having 6s CD on Healing Trance/Innervate is excellent.
-Go all Power, no Crit.
-For enhancements/implants/ear, roll with some combo of 5-6 Power + Alacrity, 5-4 Power + Surge enhancements.

I've attached a Compendium for Sorcerer|Sage healing in SWTOR 2.0/RotHC. It's a Word document. I anticipate posting its contents in this Forum soon, but I'm new to posting, so please be patient.

I've also attached an Excel workbook that supports my findings about BIS gear for PVE. You can use this workbook to compare the effective healing of a Sorcerer|Sage with various gear, skills, buffs, etc., as well as various healing roles or styles.
