Trying to find the balance point using a build with 555 Surge Rating (and by extension, zero or nearly zero Alacrity rating) is rather skewed. Sorcs shouldn't really ever be stacking more than about 300-350 Surge Rating, preferably closer to the 250-300 range, as the DR curve on the stat is simply too punitive for it to be worth going much past 300.
Also, your crit percentage in the calculations section is only accounting for Crit Rating, not for Crit derived from Willpower, base, or buffs/skills. Lastly, despite the fact that you have a budget listed up near the top, you're instead using a budget of only 600 (which is far too low for upper end gear). Adjusting for all of these puts the crossover point (where contribution from last change goes from positive to negative) for Innervate at 770 Power + 302 Crit Rating, which is roughly where we've been ballparking it based on the DPS results. Even Angels must kill from time to time...
