The times of slow steady healing aren't really what we min-max for. We min-max for the clutch heal situations, or the times of heavy steady healing, both of which Crit augments a great deal in that respect. Declining crit entirely to avoid unpredictable healing spikes is lunacy, particularly as it severely weakens the benefit of Surge and thrusts you onto Alacrity instead (which is generally regarded as a weaker stat for healing Sorcs, though you still want a fair amount of it).

Even Angels must kill from time to time...
