The double dip appears to be fixed in most situations; it's no longer possible, for example, to force-bend two dark infusions or dark heals in a row by chain-casting them (at least, I couldn't make it work.) The buff also gets consumed properly when you cast innervate on yourself, just not when you innervate someone else.

And while I haven't exactly applied the most rigorous testing regimen, it seems possible to double-dip when you follow an innervate immediately with an infusion or a heal as long as you cast the innervate on someone other than yourself. It's reflected in the tooltip if you mouse over dark infusion while the 'used' bending buff up, and appears to consume less force (at least according to what the UI tells me.)
