I've updated the Sniper/Gunslinger Spreadsheet for Patch 1.3. The full changes are listed below and on the 'Change Log' tab in the spreadsheet.

2012-04-28 to 2012-06-24 (Update for Patch 1.3)
  • Fixed: Reverted changes made to the AmountModifierPercent, Coefficient, and StandardHealthPercent of Snipe, Ambush, Takedown, Series of Shots, and Followthrough on the 'Abilities' tab.
    • These changes were originally made to reflect the 5% buff to these abilities that was claimed in patch 1.2.1 (2012-04-25) but was not seen in the game files.
    • Instead, these changes are now reflected by an added 5% for these abilities in the SkillDamageBonus column on the 'Abilities' tab.
  • Updated: Sniper Volley is now a 1-point skill in the 7th tier of the Marksmanship tree.
    • It is now an activated ability with a 45 second cooldown that provides +10% alacrity and +50% energy regeneration for 10 seconds.
    • It also resets the cooldown of Series of Shots.
    • Since it is now an ability, it now has its own row on the 'Abilities' tab and its cooldown is now tracked in a designated column on the 'Rotation' tab.
  • Updated: Rapid Fire is now a 3-point skill in the 4th tier of the Marksmanship tree.
    • It now passively reduces the cooldowns of Ambush and Series of Shots by 1 second per point instead of its previous active benefits.
    • Since it is no longer an ability, it no longer has its own row on the 'Abilities' tab nor a cooldown tracking column on the 'Rotation' tab.
  • Updated: Target Acquired now increases accuracy by 30% and armor penetration by 15% for 10 seconds instead of increasing alacrity.
  • Updated: Imperial Methodology (4th tier of the Engineering skill tree) now adds 2 additional Cluster Bombs, up from 1.
  • Updated: Armor debuffs no longer stack.
    • The maximum armor reduction selectable in the Group Buffs section on the 'Character' tab is now 20%.
    • Applying the Shatter Shot effect no longer reduces the effective armor of the target if there is already 20% in armor debuffs applied.
    • Applying the Shatter Shot effect overwrites any existing armor debuff that is less than a 20% reduction in target armor.
  • Updated: Auto-fill buttons on the 'Targets' tab which previously reflected typical Battlemaster-geared targets now reflect typical War Hero-geared targets instead.
  • Updated: The Marksmanship 23/16/2 auto-fill spec on the 'Character' tab now includes 2/2 in Between the Eyes (4th tier) and 1/3 in Rapid Fire (4th tier).
  • Added: A new graphical representation of the action sequence's DPS has been added to the 'Rotation' tab. For each time point, the burst DPS over the last 10 seconds is shown.
  • Added: On the 'Character' tab, damage proc relics can now be defined.
    • Definable parameters include Damage Amount, Damage Type, Proc Chance, and Cooldown.
    • On the 'Rotation' tab, the damage from proc relics is averaged out over each ability and totaled in the Indirect damage column.
    • If two damage proc relics are defined, it is modeled that only the higher-damage one will proc.
  • Updated: The default gear, datacron, and stim stats on the 'Character' tab are now more indicative of a sniper in Campaign-level gear.
