This is how I think:
For the belts, non-augmented versions, I would say it depends on the rest of your gear. You are essentially trading 18 cunning for 26 crit. If you are already heavy on crit from the rest of your gear, then most likely take the additional cunning, but if you need the crit, then take the Enforcer's. If you are Armormech you can crit craft the Enforcer's and thro w a +18Cun/+12End augment in it to make it superior than the Field Medics; which is what I did.

For the implants, surge is the same so look at the cunning 103 vs 85 and determine if the trade off from 44 crit to 51 power favors the rest of your gear. Again, if you are already in a good crit range, then it would be better DPS wise to go for the Enforcer's package.
