Correct me if I am wrong, but if you look at your parse, the number of CoF hits is divisable by 3, to give you how many times you actually cast it. Therefore its' better per ammo: dmg ratio

Ooooh, that is absolutely correct. Thank you for catching that. I guess I'm still not used to thinking in multiple attacks per cast.
