I'm a bit rusty, but I think the difference here was that the tooltip damage for talented abilities used the at-level-available standard health, while the actually-used-ingame-damage used your actual level instead.

Good stuff. So it appears the first post of that formula thread is incorrect. Additionally, the torhead formulas are mostly worthless.
