I can see where you are going in the theory.
Lets take an example from the official SWTOR forum:

The following results have been gained through testing:

DPS by tracer: 463,35, pre patch that would be 514,83
DPS by HSM: 182,68, pre patch that would be 166,07

To sum up the changes that are easily calculated we have lost 34,87 dps.
That is a 2,93% DPS loss after my calculations.

Now for the bit harder changes to calculate:
-3% crit. I guess assuming 75% crit multiplier that would be a 2,25% dps decrease but taken into consideration that we need crits in order to vent heat im not sure here. This results in a total of 5,18% dps decrease.

The Barrage procc change is obviously a DPS increase due to the heat management however seing we dont have any data from prepatch I can't really say how big of an increase this is. But the other nerfs sure take a hit on our DPS.

EDIT:
Under notes in the spreadsheet there is a Tracer Missiles per barrage which say 3,3333 which is obviously 100% / 30% procc chance = 3,3333
Then now it would be 2,2222. However changing it doesnt seem to affect anything, so im not quite sure how this is worked into the calculation of the spreadsheet.
