EC: Firebrand and Stormcaller (Hard Mode)

We started trying this on HM last week and our tanks are having a real problem with threat. They did not have a real issue on Toth and Zorn. but on this fight something is happening.

We are tank swapping due to group make up (not having a dps with taunt).

Our tank on SC says he has to taunt after every DD. I have read this guide and many more and cant not find any information on if after every DD that SC drops threat. This makes a problem with swapping cus of taunt cooldowns and IA happening pretty much right after DD. So our swaps are late and sloppy. I really wanna blame the tanks that they suck at threat, or they are doing something wrong with tanking in SWTOR.

I am a healer so i can not watch the boss to see too much of what is going on with SC and DD.
