Shock is actually lower dps than force lightning.

With the Madness profile shock hits for an average of 1734 per cast. As an insta-cast this isn't affected by alacrity and thus will always trigger a 1.5s GCD.

FL ticks for an average of 930 and gets 2 ticks/1.5s with no alacrity. So even without alacrity it's better by about 125-130 damage and that only increases with alacrity.
