My rotation for the burn cycle is Vent Heat>TSO>RS>HSM>Unload>TM. Admittedly, that section of the list has alot of clutter from intermediate calculations that nolonger serves a purpose. However, the sheet breaks down fight time into chunks casting different abilities. After subtracting time spend on Vent Heat and TSO casts, Rail and HSM time is deducted to give a time interval for Unload+TM. This time interval is split to ensure 1/0.3 TM casts per Unload. From here I deduce the number of casts of each ability and consequently the heat spenditure over a given fight duration. Dividing Heat spenditure with fight duration I get the required HPS to maintain the cycle (which is obviously well above the a sustainable level). Additionally, I can calculate the effective average heat dispersion (or whatever we call resource regeneration). The difference between these two numbers forms the basis for the uptime of the Rapid Shots including rotation, which prioritizes Vent Heat>TSO>RS>HSM>Unload>Heat Signature>Rapid Shots i.e. it solely casts Rapid Shots as filler and only uses 1 TM every 15 secs to maintain Heat Signature.
With our usual conjecture of "the damage increase from Alacrity comes from an increase in the damage contribution of Rapid Shot", setting the damage of rapid shots to 0 should indeed make EP_Alacrity zero. I'm trying to think of secondary effects that might cause it to be negative, but as the sheet is purely working on averages atm, I can't think of a reasonable explanation.
I'll revisit the calculations and get back to you. While we are at it: any idea whether relic procs uses tech or ranged crit?
I'm not sure how you are doing your rotation decisions or calculations, but one possible cause, based on what I've seen in my simulations, is that the increased Effective Cost with increased Alacrity (less regen while casting, so the "out of pocket" cost goes up) can result in small decreases in the non-filler abilities, especially if it causes you to clip a regen threshold. This can be masked by the increased filler use, but once filler is set to 0, you would then see a slight negative in those rating bands.
