No because i've tried healing out of stealth while moving and it does it. Not sure what could have caused it. Will play around with it some more tonight to see if it happens again.

No, I mean the buff that the water gives you when you use it. It's a 30 minute buff that prevents receiving healing from further uses (unless you click it off first).

Small correction; It appears to heal for 1/2 your max hp. (ex: just under 5K for me at L40)

When I was checking it a week ago, it healed for almost exactly 55.8% (or maybe 55.08%, don't remember) of my max HP over gear ranging from naked to my full PvP set (~16k unbuffed). I just double-checked it, though, and it's healing for precisely 50% of my maximum HP.

Not sure if it still gives medals in WZ's, but I used it today and it took the item. So seems it's no longer reusable.
