btw, as the question was asked in my guild and i didnt see any data to that here yet:

plasma burst device proccs off dot ticks, and i highly believe offhand hits aswell
you can safely assume a higher procrate than every 9seconds, making the proc trinket definately superior (as an annihilation marauder)
