You can see in excel at 'Spells' tab in column 'ticks' (G), that they increase by number of points for Affliction and CD (Exanguinate and LingeringNight). It also increase duration of spell for Affliction in 'Dur/CD' column (AA).

As Kor mentioned, damage stated on tooltips is not always correct. Based on my testing, CD shows only damage from base 6 ticks in tooltip, even when it has 8 ticks. But more unusual is Affliction, showing damage for 6 ticks when you have actual 7... even if base number is 5 ticks. I did not test what Affliction tooltip says when less than 2 points in Exsanguinate are present.

But short answer to your question is: yes, points in Exanguinate and LingeringNight does increase damage - directly for CrushingDarkness, and indirectly (by increasing DPCT and DPM, even if not increasing DamagePerTime) for Affliction.
