The major problem is that the people who designed the gear either did not care about the ideal stat weighting, or didn't really care. The graph below (by Neokarasu in this case) shows the optimal stat distribution at various combined rating.

Unless there's something fundamentally wrong with everything we know about the combat in this game (which has been derived by extracting data from the game files, and from developer comments in the case of two-roll system), the above distribution is correct.

This is also shown in the Assassin tanking, Operative dps and Operative healing gear, all PvP tank gear, the massive amount of Accuracy on gear, etc.

The person who designed tank gear apparently thought that surge is a good stat for a tank class with no crit talents and that we need more then 10% accuracy. I'm not exactly going to be basing my gearing decisions on their idiocy.

The main annoyance for me is how hard it is to find the perfect enhancements. I've gotten one excellent one as a random drop in NM (low end, high def, some shield, would be perfect with abs over shield), and another shield/abs one, but those are few and far in between. It seems like our best option is to take out our columni mods and put them into rakata pieces.

Correct 100%.

At this point I have 2 Columi enhancements, and 2 BOE dropped Rakata mods in my full Rakata gear.
