Does your lower setting include vsync? Enabling V-sync will limit your framerate noticeably, usually to 45 or 60 FPS. Disabling it allows the full FPS, but can cause screen tearing.

Even Angels must kill from time to time...

Ok I checked it out. The low settings have Vsync enabled, and the medium and high settings do not. So that answers that.

Unfortunately, the low settings do not allow me to turn Vsync off. I don't know if it's because I play windowed or what, but it seems a little odd to me.
