Just noticed that the live data files have this in them. The values (now found in dcvCombatSystemsPrototype) are now:
RegenEnergyLess80PercentMod: 1 RegenEnergyLess60PercentMod: 0.6 RegenEnergyLess40PercentMod: 0.6 RegenEnergyLess20PercentMod: 0.4 Base regen (and thus >80% regen) isn't listed anymore that I can find, but empirical data show's it's still 5/sec, thus making the brackets 5/3/2 as predicted. BH heat and Trooper ammo follow the same pattern. Even Angels must kill from time to time...
