They are both str/end, but the vind should have more str then endurance, whereas the war leader should have more end then str. This is not that big of a problem though, I think we get enough end.

The bigger problem is.. why would you want to do this? The vindicator set bonuses are largely crap. 3 more rage very 30 secs is not going to change your threat significantly, especially not at the start, which is when it matters (you open with throw anyways). Of course the war leader set bonuses are also pretty crappy so it's not like you're loosing much, but they are at least somewhat useful.

If you're having trouble with threat, you need to do a proper rotation of all your high damage/threat moves from the start and then taunt quickly when you loose aggro (and you will loose aggro against good dps). If you loose aggro again within 15 seconds, aoe taunt. Once you get past the first minute of the fight, threat should be pretty much a non-issue, and even if someone somehow pulls you'll have your taunt up.
