200 surge is very close to the 80% mark I set as a rough guideline for surge, so we really aren't so far off from one another here. The 50% thing was just anecdotal, and I was using it to differentiate between healers who prefer to be proactive vs reactive. On NM Soa, assuming appropriate gear all around, people won't be at 50% when they are out of your overheal zone. People should have well over 16k HP with that level of gear, so I'd imagine 60-65% is where you'd want them to be at when your heal lands.
