I have updated my theorycrafting spreadsheet with new numbers based on my current gearing and a MAJOR time study of various cast rotations with/without alacrity to determine which had the highest theoretical HPCT. These studies take into account energy regen over a moderate amount of time (40-45s) which is something that up until now has not really been fully fleshed out. I have to admit that the studies took me in a different direction than I thought they would, which is actually pretty exciting.

What conclusions did this study draw? Interestingly enough, it shows that a balanced approach will end up giving us the highest HPCT. A moderate amount of alacrity ended up giving decent gains, but too much alacrity actually ends up hurting us. Also it kind of put the nail in the coffin for Kolto Infusion. The rotation using K Inf started trending down quickly versus the SP one. They really need to cheapen this spell (10-15 energy?) before it becomes anything close to viable. So this leads us to the big question of what stats matter most?

I don't think there is a simple A > B > C > D approach to answer this question. From the rotation studies it seems roughly 10-15% activation speed bonus (~200-300 alacrity) is a good place to hang around. I personally feel that 40% crit chance (which takes about 400 crit rating and a reasonable amount of cunning) is an easily achievable goal that allows crits to play a relatively consistent part in our overall healing. Maintaining both of those I think we should then maximize power and surge. The prioritization of power over surge or vice versa is honestly probably a flavor thing that each player will need to decide for themselves. Do you tend to throw heals at someone the moment they take damage? If so, too much surge may lead you to overheals and power will give you a consistent number to go by. If you are more comfortable letting people get down to 50-60% before you heal them then maybe surge will make you more efficient in the long run as your crits won't tend to overheal as much. Personally I plan to keep surge around 80% and maximize power after that.

So to summarize, my personal opinion of our stat weightings are now:
Enough crit rating to maintain to 40% crit chance (requires less as you gain cunning)
Enough alacrity to maintain 10% activation speed
Maintain surge at roughly 80%
Maximize power without impacting the other 3 stats
