Aleatha->I don't think surge is a strong skill allocation. As a healer crit tends to be less valuable due to its lack of consistency. That said, I have yet to see a definitive answer on whether or not instant casts are affected by alacrity. If instants AREN'T affected then crit becomes a huge stat for us Operative healers since most of our casts are KP, SP, or RN. If our instants ARE affected by alacrity then haste is hands down our best secondary(after power ofc).

If it's the case where alacrity isn't affecting instants and we're stacking crit, then throwing in some surge to balance for the DR on crit would probably be a solid choice. And to those of you who think the DS talents aren't worth it, they definitely can be. There's situations where you're forced to run your energy lower than 60% and AP isn't off cd. DS+SP procs are amazing for these situations Smile

And I'm not sure about you guys, but I rarely find myself using kolto infusion. I tend to only use it in the real "oh shit" moments since it's more hps than surgical probe. While I haven't healed raids yet, in the heroic FPs and warzones I find myself mostly spreading KP around and using SP as I get procs.
