they are not actualy wrong as at some point in beta alacrity was affecting energy regeneration and it's the question when they put that back in.
until than switching out mods to get rid of alacrity in favor of power -> cirt -> surge is the way to go and for non modable slots enforcer gear is sometimes better due to the sheer amount of cunning alone.
