In this instance, I was referring to the actual Shockwave (the PBAOE stun) damage, not the knockback swing afterwards. In 16M HM it went from a menial 5-6k in Normal to 10-13k in HM. This doesn't seem right. The Overwhelming Swipe afterwards seemed to work as usual.

I'll be checking again this Tuesday and hoping it was just random weirdness until someone can confirm for me that this is actually intended for 16m HM.

Just FYI the gunslinger/Sniper Diversion
Diversion
Smuggler (Gunslinger)

Range: 35m
Activation time: Instant
Cooldown: 60 secs
Mirror: Diversion

Throws a smoking canister at the target, reducing its accuracy by 45% for 9 seconds and exposing the target from cover for 6 seconds.
talent/ability which applies the 45% miss chance debuff is actually better than( and stacks with) their bubble to lower missile dmg. Diversion won't last the entire barrage but it should make it healable in most circumstances even without a bubble.

We did our first 16man Normal EV last night (not HM like you) and we had this problem as well. The shockwave was hitting our melees it seemed for 9k to 14k. Sometimes you could get off a shield/shroud in the 1s cast time of shockwave if you were watching close and absorb the damage. But in the group, for the 3 healers and lots of melee taking damage at same time followed by the LoS missile salvo, the shockwave created problems.

We just ended up splitting the raid into two 8 mans, and then reforming to 16 for HM Gharj and beyond. I hated having to use that workaround to progress, but 3.5k Shockwaves in 8man HM vs 10-13k Shockwaves in 16m HM seems a tad overtuned.

This has been bugging me about the encounter for a while now, but how do my fellow Assassins/Shadows or Operatives/Scoundrels handle their Maul/Backstab/etc on this boss? So far the only way I've been able to always 'reliably' Maul him is by running around like a retard who's ass is on fire spamming the Maul button in the hopes it actually hits. I've gone as far as to just drop it from my rotation for this particular boss, since we don't have the problem of running into the enrage anyway if I don't. Anyone have any foolproof method of always getting your Maul/Backstab/etc to hit here? Or should I just give up?

So I guess with the 1.1.2 nerfs incoming for pacify/diversion and their analogs we have to go back to rotating GS/Sniper cover shields.

Based on my experiences with this boss, i would say you have the best chance to use those abilitys while you are at his side, just a little bit above the 90°-angle.
While i was able to activate my backstab sometimes at other positions, it worked for me 90% of the times i positioned myself in an angle you would barely call his "back".

I also had these problems with Soa, but i guess it has the most impact on this boss, due to its bigger hitbox.
