Using Kray's sheet, 31 AP shows lower dps and has an easy rotation. 28 Pyro has higher dps (about 200 more using the default stats) and a differing rotation due to procs.

Note 31 AP is noticeably weaker than Pyro in PvP. I am assuming that is one reason why people like Pyro, you don't need to respec to do well in PvP, and in theory Pyro does more dps.
