Those are probably pretty close, even with the accuracy doing nothing for you, because power is so good compared to crit. I would pick up the power/accuracy ones, and then try to replace your accuracy elsewhere with other stats (in places like ears and implants). You can also regear very quickly on those if you change your mind.

Note that because accuracy ~= surge (when you aren't over the cap), comparing those two enhancements is essentially comparing 27 power to 27 crit.
