Vital Shot is Tech, but the Lethality-specific abilities from the skill tree are Ranged (although the DoT ticks themselves are Tech).

And I agree that the way they've apparently treated Accuracy is weird. Maybe the idea is that (in PvE) Accuracy is mainly for melee/ranged-heavy specs, and Alacrity is for force/tech-heavy specs (which tend to have cast/channeling times). But there are specs, like Scrapper/Concealment, which don't have much use for either stat. And there are others, like Gunnery/Arsenal, which could use both.
