I don't see how it's "safer" to stack a stat that increases the damage from a fraction of your abilities, when there are other stats that increase the damage of all your abilities.

If Accuracy affects 1/3 of your damage (which I think is a big overestimate for Scrappers), to be competitive it has to be three times as good at what it does, point for point, compared to all other stats. But it isn't.
