The vendors on Hoth and at Fleet sell the same things. I was confused about his weapon type, I thought it was an electrostaff (since it says that on his codex entry). It turns out he can only use Techblade and Techstaff which are only made by armstech, random drops, some vendors do sell them, and some level 50 quest rewards. No moddable weapons .
