Correct. One important thing to note is that since the instacast version then triggers a 1.5 second GCD regardless of your Alacrity, this can actually decrease the DPCT of the spell being instacast. For example, let's take Disturbance as an example. It normally has a 1.5 second cast. Let's say you have 10% Alacrity from gear, and Mental Alacrity is active, total 30% Alacrity. That reduces the cast time to 1.05 seconds, meaning your DPCT is TotalDamage/1.05. If you instead instacast it using Presence of Mind (if you were silly enough to do so), it would instead trigger a 1.5 second GCD, reducing your DPCT to TotalDamage*1.2/1.5. That's a reduction in DPCT of 1.05/(1.5/1.2) = 0.84, or a 16% reduction in DPCT.
