The basic attacks (at least the ones I've looked at) use a mechanic called "Flurry", which I believe divides the ability into multiple attacks.

Basically the description posted says there is one effect with one attack at 34% weapon damage and 33% bonus, and a second effect where 67% weapon damage and 66% bonus is divided up between two "flurry" attacks.

So the overall effect, damage-wise, is 3 attacks doing a total of 101% weapon damage plus 99% of bonus damage.
