From looking at my Carnage Marauder spreadsheet, which previously liked Surge a lot, the DPS change if you re-optimize (moving about half your Surge to Power) is only like 1%. The problem is that you probably can't re-optimize with existing mods/itemization.

The change also (obviously) nerfs the value of Critical Rating by a fair amount.

I'm guessing it's mostly motivated by PvP, trying to reduce quick kills.
