The third underlined section is 1/50th of the amount of rating needed to get 1% of the stat at level 50. So in this case 50 * 0.72 = 36 Expertise Rating to get 1% PvP Damage Bonus at level 50.

The formula here is incorrect.

I don't have exact numbers in front of me but 36 expertise does not = 1% damage.

The numbers run more to this using my stats at 50, where I have 8.5? % on my toon.

x/445 = 1/8.5? works out to be ~53 points per % point.
