That is almost certainly a bug. I'll check it out now. I made some last minute changes to implement TSO and I wonder if I interfered with barrage.
Nope, the bug was a little more intricate. Barrage was only expiring on the last offhand attack, but the mainhand is the one that is channeled. So when the channel ended, and the offhand hadn't finished, it incorrectly thought the cooldown had reset again because barrage was up.

I'll get another release out with this fixed. It's pretty fundamental for BHs.
