Got some new info guys, second hand from the PTS:

Tracer Missile
StandardDamageMin: 0.131
StandardDamageMax: 0.211
Coefficient: 1.71
Down ~19%

Heat Seeker Missile
StandardDamageMin: 0.21
StandardDamageMax: 0.31
Coefficient: 2.6
Up 30%
