Because mobs and players don't share the same rules. As I said, WoW had the same thing, mob debuffs stacked, player ones didn't. We can't assume.

Also, it'd be broken as hell if they did.

Even Angels must kill from time to time...

Interestingly, the ability descriptions in the XML files may answer the stacking question.

I notice there is a maxstackcount defined for abilities that buff or debuff, and some of them (e.g. Wither, which puts an outgoing damage debuff on the target) are flagged with "ISBYCASTER" true, while other (like the 60m class buff) are flagged with ISBYCASTER false and ISBYTAG true.

This may only tell us how the effect is displayed, but generally one would expect something displayed twice to have twice the effect.

Kore is probably right that mobs and players could have different rules. But what about companions? We have the ability to inspect the stats of a companion, and might be able to tell whether they behave the same as players or not. (i.e. have two players debuff a companion, and have the companion's owner see whether the effects stack).

Is there concrete proof that Juggernaut Sunder Armor and Mercenary Heat Signature armor debuffs do not stack?

There's proof they can both be on a target simultaneously. There's not yet any proof that they actually stack in benefit. I'll see if I can find some evidence today.

Here's a question. What attacks are affected by armor reduction? If this were WoW, Force Lightning would be magic and bypass armor. I typically just assume we're playing WoW in space until I'm told otherwise.

I though Force and Tech damage ignored armor. Incorrect? I'm not seeing it explained in the formula thread.

You are correct, armor mitigates Kinetic and Energy by tooltip. Now the problem is the wide range of damage most Kinetic/Energy skills have to get a good idea. Spitballing it you "should" be able to tell the difference...

The damage types are Kinetic, Energy, Force, Tech, Internal, and Elemental. The latter two I'm pretty sure affect armor. I'm pretty sure only the first two are the only ones that can be shielded.
