Wow lets take the key ability to Veng and place it on a 15 sec CD so we rarely ever use it... Glad I've made my decision to level an assassin instead.

You forgot to account for the buff to Vengence. It reduces the cooldown of Impale by 2 seconds per point. At 3 points Impale has a 9 second cooldown.

They also buffed Impale when they made it a 21 point talent and they buffed Shatter's damage.
