I really didn't use the PyroTech Tree for this one much. I'm hoping to rely on Power Barrier to help reduce incoming damage. Rotation would be something like

1) Tracer Missile (repeat x5 to get the full stack benifits)
2) Rail Shot (should be a +30% dmg due to Tracer Missile)
3) Heatseeker Missiles (should be a +30% dmg due to Tracer Missile)
4) Repeat

I would use Unload to slow runners or to keep my target in range (Pinning Fire)
If I understand things right Concussion Missile and Rocket Punch would be my only two Knock Back Options but I hope that would be enough especially for HuttBall.
Jet Escape will help with my Jet Boost to get into position or to pursue targets, and Keep Determination up as much as possible since that will be my only CC Breaker (I think).
I maxed Med Tech just to keep my Rapid Scan as fast as possible.

Possible concerns is that the only ability that I know is insta-cast is Rail Shot. I forgot whether Tracer Missile is or isn't. I have no idea if Heatseeker Missile is insta-cast or not. I know both Unload, and Power Shot have cast bars. Due to all the stand in place to cast attacks I'm very worried about mobility. Also with out Deguass or the Energy Rebounder I'm concerned about being CC'ed and being too squishy. Ideas anyone?

For your first build Dagaz, I think you'll be good on knockbacks even for Huttball because Jetboost talented with Jet Escape only has a 20 second CD and with the added knockback to Rocket Punch

which is on a 9 second CD, you have access to a knockback of some sort every ~10 seconds. People are gonna be flying all over the place around you!

does indeed have an activation time, 1.5 seconds unmodified by alacrity. regardless, you're going to have to endure periods of not moving in order to get up 5 stacks of Heat Signature and Target Lock. Heatseeker Missiles

which are also instant cast. So aside from having to stack up Tracer Missile, it seems to me that this build would be fairly mobile if you needed to be. I also think that this build leaves you open to being CC'd as much as anyone else and unless you start putting points into Bodyguard, you're going to be more squishy than a Sorcerer but because you do have access to heals at all still makes you tougher to kill than a Sith Warrior, Assassin or Sniper.

This is more of an Hybrid build. I know no one seems to appreciate a Hybrid but I think this might work nicely even with out a maxed out Heatseeker Missile or Thermal Detonator. The rotation would be something like this:

1) Tracer Missile (x5 to build up Heat Sigs and bonus dmg from Rail Shot)
2) If for some reason the target is not on fire by now Incendiary Missile.
3) Rail Shot (Superheated Rail would allow me to ignore 30% Target's Armour, Vent Heat, and refresh Combustible Gas Cylinder's Slowing effect / damage.)
4) Repeat.

Unload would be used when possible for the extra 33% dmg to the Target, get it Burning, and follow up with Rail Shot.
Power Barrier should help mitigate incoming damage.
Degauss, and Determination will give me two CC Breaks.
I'm hoping Kolto Vents, and Mandalorian Iron Warheads will give up enough heals to make up for the slower Rapid Scan.

I know Rail Shot is supposed to be a PowerTech thing but w/o the points into Heatseeker Missiles or Thermal Detonator; Rail Shot seems like the best damaging ability with this build. This build seems like it would be more mobile than my last build. Any thoughts?

For your second build, I like the focus on Rail Shot and setting things on fire to give you your snare and lots of damage. I just worry that without filling out Stabilizers and without anything in Terminal Velocity you'll be leaving yourself vulnerable to a lot of pushback on all the Tracer Missile casts that you're still reliant on as well as the possibility of heat problems. Also, Mandalorian Iron Warheads doesn't help offset having a slower Rapid Scan unless you're running around with a Bodyguard who uses Kolto Missile

liberally in which case you shouldn't need to worry about healing yourself much anyway. You should still need it for damage though. I also don't see it being any more mobile than your last build as you're still casting Tracer Missile a lot. I don't know if Incendiary Missile

can match Heatseeker Missiles in damage. If it can, then you're more mobile as your first build most likely because Incendiary Missile doesn't have a CD. If not, you're going to need to resort to Power Shot or Unload more to get your kills, both which you much be stationary to use in which case you're just as mobile but you'll have to spam Incendiary Missile more which could lead to the afore-mentioned possible heat problems.

What I would do instead of doing a hybrid Pyrotech/Arsenal build is potentially dabble into the Bodyguard tree in addition to Pyrotech which would give you some serious self-healing/keep yourself alive stuff. Something like maybe this:
