1. 5% is generally the number to shot for.

2. I doubt that is the best even for PvE. However, I am not sure on the right answer.
3. Alacrity isn't useless in PvP, but it may be the weakest stat.
4. No idea.
5. No, accuracy only removes defense.
6. I am not sure where people go to discuss SWTOR PvP,
www.arenajunkies.com is a popular WoW PvP site. Taugrim has a decent blog, but it is mostly Powertech (but some things apply to all ACs).
7. You keep all your comms in patch 1.2, but merc/bm/cent comms can only buy boxes and wz comms buy BM gear. The new ranked wz comms buy the War Hero gear.

1 - Is that 5% in addition to the 3% we get from talents? If so, wouldnt that only put us at 98% accuracy on ranged attacks? Im not sure how weapon accuracy factors in either.

2 - The Arsenal dps compendium on this very site was where I got that stat priority. Not sure if there is a better place.

6 - Out of curiosity, are you the same frmorrison from the Ret EJ thread? If so, you may remember me as babathong, ret pally from Vodka.

7 - Well, they are adding an option to convert Merc to WZ comms, for a 1 to 1 ratio. In essence, if you cap out at 1k/1k for patch day, you could turn in all the mercs and be at 2k WZ.
