When considering wether or not to use Ravage, the relevant question isn't "how does Ravage's dps compare to that of Massacare?" The relevant question is "how does Ravage's dps compare to that of Assault?". Ravage is obviously more dps than Assault. So if you ever find yourself using assault (or spending a global cooldown doing nothing) you should be using Ravage in your rotation.

Having to use Assault shows that your dps is at least partially rage-limited. Ravage costs no rage. Ergo, you should use Ravage.
