PvP Stat...
....in the Latest Patch Notes.

"The expertise stat (which increase character effectiveness when fighting other players) has been added, along with a dropdown for PvP damage and healing stats on the Character Pane".

In the end a PvP stat has been introduced....on the damage side and healing side of the equation...

STAT_cbt_pvp_damage_bonus += STAT_rtg_pvp_expertise / (Level * 0.5), Cap: 9%
STAT_cbt_pvp_damage_reduction += STAT_rtg_pvp_expertise / (Level * 0.5), Cap: 9%
STAT_cbt_pvp_trauma_ignore += STAT_rtg_pvp_expertise / (Level * 0.5), Cap: 9%

Trauma is a debuff you get any time you take any sort of PvP action. It reduces healing received by 30% (at least according to the most recent info I've seen). I forget how long it lasts (if you don't do anything to refresh it, of course), but it's somewhere around 10-15 seconds.

So, it would seem, if you have capped Expertise, your heals will only be reduced by 21% on people who are engaged in PvP. This would explain how the stat does not increase your healing outside of PvP: it doesn't actually increase your healing at all, it simply ignores part of the Trauma debuff.

So the net effect of Expertise is to increase damage done and healing taken, and decrease damage taken while in PvP combat? Seems they've covered basically all the needed areas.

Incidentally, a CC reduction wouldn't really make sense with that universal CC immunity bar system they have.

Even Angels must kill from time to time...

With a cap of 225, it could be possible that it would be enough to wear 3-4 PvP pieces and max End & Main Stat with the rest of your gear, i guess.
Still, a 9% increase is surely not that much and could easily be matched later on with a better quality of gear.
So the stat works not really like Resilience, where you have to stack it pretty high to be of any use in PvP.

The tooltip on the character sheet for Expertise says that it increases [your] healing done on players engaged in PvP combat, so I'm pretty sure the "trauma ignore" in the formula is ignoring the trauma debuff on other people as you use your heals on them, rather than increasing the healing you take from other people. Of course, if you're using heals on yourself, they're one in the same.

So, increase damage done to other players, increase healing done to friendly players that are currently or recently engaged in PvP, and decrease damage taken from other players.
