It's basically been confirmed by people from beta and those who have played it at Comic-Con and the like. Skill points comes 1 per level, starting at level 10, and each tier needs 5 points to advance to the next. You do a Google Image search for 'swtor skill trees' and you'll find a few examples.

So at launch the cap is lvl 50?
