I have a question about Recklessness and where it should fit in the rotation. I have noticed on trash mobs if I utilize Recklessness with Chain Lightning, I can get multiple high crits across the targets, and given that Chain Lightning can crit as high, maybe higher than Thundering Blast, in a dps rotation against a boss would it be a dps increase to save Recklessness charges for Lightning Storm Chain Lightning procs or use them immediately as they come off cooldown, which means they are spent on lower crit Lightning Strikes?

Specifically to Lightning, you get the most mileage from a single Recklessness cast by using it on a Barrage Force Lightning followed by a Lightning Storm CL (or vice versa). I would also make the argument that, failing that, using a Recklessness Storm CL followed by even a non-barraged Force Lightning would be superior usage than burning a charge on Lightning Strike, Crushing Darkness, or Thundering Blast.

Lightning Barrage has no effect on Recklessness - one charge of Recklessness gives you +60% crit on 4 ticks of FL regardless of how quickly those ticks happen.

The decision of whether to use an ability/effect/whatever on cooldown vs. waiting to synchronize with some other event is always a tradeoff of number of uses vs. effect per use. The most effective use of Recklessness would be to wait until you both have a Storm proc and FL is off cooldown, but it's not obvious if it's better to Recklessness on cooldown, or hold Recklessness for Storm, or hold Storm for Recklessness. I'd guess that it's a good idea to hold Storm for 10-15 seconds if Recklessness is coming up soon and to not delay Recklessness waiting for a Storm proc. Without a simulation study, it's hard to say for sure.

Thank you both Kor and Casey for your insight on this, I have been modifying my rotation accordingly. I must honestly confess some ignorance regarding Recklessness and Force Lightning, as I misunderstood the tooltip to imply that Recklessness only affects the range of Force Lightning (given that it is uniquely noted on the tooltip) instead of also applying the critical chance effect across its ticks of damage. Thanks for the help!

Recklessness does have a somewhat unique effect on Force Lightning. Since it "increases" the range (even for a Sorc, who's base range with it is already 30, providing no true range benefit), it will consume a charge of Recklessness per cast of Force Lightning (even of none of the ticks crit). However, it will apply the crit benefit to the entire cast of Force Lightning with a single charge, regardless of how many times you crit. Given that Sorcs are likely to have a minimum of 30% crit raid-buffed (+10% to Force Lightning from Disintegration), that gives your Force Lightning a guaranteed crit on all 4 ticks for a single charge. Since Force Lightning is one of your highest total damage abilities (providing upwards of 4k damage if all 4 ticks crit), this means that utilizing charges of Recklessness on FL is a very desirable option.
