Skills such as Impale:Chemical Burn lets the target bleed over x seconds.
Will this bleed effect stack or just be refreshed when reapplied while still bleeding? |

I'm 100% sure it's a refresh. However, since DoTs in D3 don't have tick intervals (that just continuously drain HP, similar to how energy and mana regen now work in WoW), refreshing doesn't cause issues with clipping tick intervals, it just negates the remaining portion of the bleed and refreshes it to the full base duration. Thus spamming Impale with Chemical Burn runed negates half to 3/4ths of the damage (depending on your attack speed). Then again, spamming Impale isn't really sustainable unless you've stacked Hatred regen out the bum (and you shouldn't be using hand xbows, so that's difficult to do), so I generally toggle between Impale and my hatred generator of choice (usually Entangling Shot with Justice Is Served). This allows me a fully sustainable cycle that still gets the majority (if not the entirety) of the Chemical Burn bleed.
Even Angels must kill from time to time...
