Yes, Tonight I have used the CD within a second of gaining aggro and i still had aggro on the boss. this was not at the start nor at any known aggro drops.

I have actually used it when a missile is in flight, and then the mob starts in on me from off of the tank, this has happened numerous times. It's bad enough we are threat whores as it is.
