Yeah, that's what I've been noticing too. Can't just stack Crit chance, or Surge or something and expect good results.
Here are my rough guesses for the "main" secondary stats: Accuracy up to 100% Crit chance up to ~33-35% Surge up to ~80-100% Power after that. Because Power is so easy to get on items as a tertiary stat, I wouldn't worry about choosing Power before anything else. All of the PvE and PvP sets give hefty, hefty bonuses to Power in addition to providing the other mods you're looking for. Note: I believe the Spellpower coefficient for Tracer Missile was ~2.11, and Heatseeker Missiles was ~1.98 or so (basically, I would just assume for simplicity they're both around 2.00). Perhaps the value of Power increases because of those, but I still think the sheer amount of Power floating around the high, near-BiS to BiS tiers of gear is enough that we don't have to worry about stacking enough Power. sidenote: I was looking at Blasters for BiS, seems like Fury-7 + Peace might be one of the better combos.
