If I'm looking at this correctly a full madness build will be the new highest dps option come 1.2. Is this correct? As opposed to the 13/28 hybrid?

Yes, though by only about 1%. In reality, 13/28, 31-Madness, and 31-Lightning can all be considered optimal specs in 1.2.

Seeing as how SoA is the most difficult fight, which spec would you guys suggest to optimize burst during the third phase of SoA?

I'm leaning towards full lighting for the added cool down and the big hits of thundering blast.

I think lightning probably has the most on-demand burst of all the specs.

Anyone else having an issue crit starving themselves? I been using the power/surge enhancements in all the rakata gear I been getting, and I almost have all the mods replaced with the high power / medium willpower / low endurance mods. Issue I am running into is my crit is around 27% unbuffed now.

Think it would be worth it to swap out some power/surge for crit/surge? Or maybe throw in crit mods again over power? Or is there never a point where giving up the power for crit is good.

Either swap some Power/Surge for Crit/Surge, or swap out some Willpower/Power mods for Willpower/Crit. Either or works. You don't want Power at the expense of ALL of your crit.

There isn't a set number to hit, other than minimizing your alacrity to around 200 and increasing the other stats. Kor is right that in your specific case crit > power, but it is only slightly better. Once you add some crit, then power will be better. Since everyone's gear is different it is hard to write general rules.

Is there a list somewhere that says where to get certain mods and enhancements, i've looked and cant seem to find where. I'm looking for power/surge and crit/surge

At least for the Rank 24 (I think) Enhancements....Power/Surge can come from Agent/Smuggler Columi/Champion Gloves and Helms. Crit/Surge can come from Sage/Sorceror Columi/Champion Gloves and Helms.

Presumably the Rank 25 drop in raids.

Buy gear and rip out mods. Awful system.
