This is SWTOR: the value of a stat is always going to be dependent on how much of that stat you have. For your gearset with 393 Surge, Surge rating is quite weak relative to Power. For the current Simulationcraft Sorcerer reference gearset with 153, Surge is very close to Power.

Of course, I am aware of that.

However, the way people worded things led me to believe that they somehow came up with Surge being better than Power, which isn't true after 120'ish Surge rating (+/- some arbitrary values to account for the rest of the gear). The thing that stuck w/ me the most was this post by Gorlough. I don't know how he's getting that stat spread as being ideal after the nerf and since I see several posts by several poster saying that Surge is valued "fairly high", I thought there was a relation that I'm missing.

Regardless, I'm happy that my math is in line with other people's.

Sorry, I should have been more clear. My "Alacrity has a low value" and "Surge has a high value" were specifically referring to their value relative to each other, not their absolute weight compared to Power/Willpower. It takes significantly more Surge than Alacrity (or a very low crit chance) to make Alacrity better than Surge, though the exact crossover is rather difficult to pinpoint.

Anyways, according to the feb 17th Q&A the double dipping from talent procs is going to be fixed in 1.2 (In reference to the healer balance question, he refers to sage double dipping conveyance, so assuming force lightning/telekinetic throw also).

Any ideas of how much of a hit this is going to be to our DPS?

Ouch, so puts the 31-point specs technically on top of the heap, but 3 of the 4 primary specs (31-lightning, 31-madness, and 13/28) well within the error bars of each other. I like it. Sadly, it's the deathknell for the Effusion build, but oh well.

Those four quite different build being that close is really remarkable and, as much as we might enjoy the double dip in the current game, it demonstrates that it's the right thing to do for the class.

What is this "double dipping" referring to? Is this the "two hasted Telekinetic throw" ? Or something else?

Kantern's post was referring to Georg Zoeller's statement in the latest Q&A talking about healing:

With the assumption being that if they fix this problem in general, and not just for Conveyance|Force Bending, that the ability to haste two TK Throw|Force Lightning casts in a row with TK Effusion|Lightning Barrage will go away. "double dipping" has become the name we use for that effect over in the Simulationcraft thread, so I brought the nomenclature over here without realizing that not everyone was familiar with it.

Yeah, 7/18/16 will become a niche build for AoE scenarios or extreme movement. Here's the "HeavyMovement" results (4 seconds of moving every 10 seconds):
