I am having this problem also!
I have full rakata gear except my saber...every other piece I'm wearing is the Rakata War Leader set, and my defense is about 25-25%, shield is 24% and absorb is about 35%...
This is pretty much maxed def unless I take lesser pieces of gear with augments or crit crafted implants/earpieces that have higher stats. According to the chart, there is almost no way to get to 30% and even at 24% I'm hitting DR pretty hard.

You wont get 30% in 1.1 (who knows if the same applies to 1.2). Stop aiming for that and start working on your shield chance and absorption value.

Hi, like Sturmm said you should focus on your shield / absorb rating. I'm not saying it's your only choice, just that it's efficient for the encounters in this game.
Before even discover this website, I had a feeling that defense wasn't a so high priority, at first I thought so but I quickly realize it wasn't so true, at least in my opinion. Btw I play a juggernaut main tank.
So I started to change mods and follow advices from gamers (only here) and from my experience, I try to stay around 22% defense and 40/42 % shield / absorb, even if I have to change and put some older mods, at least I used to do that some weeks ago.

And if you want to see an example, here's a fight on Karagga nightmare, with rakata gear (except gloves and chest, dunno why it doesn't want to drop ^^). You will see that I'm not taking so much damage, except on some mistakes from myself, but I'm just using one cooldown during this fight (except trinket and biochem)

There's alot of misconceptions here.. first off the 30% is from rating only, not the total (you get 11% from base+talents, and another 6% after retaliation). So no one is anywhere even close to the "cap" for rating, and in any case it's an asymptotic limit, not a cap.
As far what ratings you want, basically def>abs>shield, but for exact distributions as a function of total stat budget, there's a bunch of good posts on the game mechanics forums.
Having said that.. in the current content I'd say it doesn't matter much. The only fight that can be hard because of tank damage is the 4th KP boss, and even that isn't too bad.

Looking at the stats listed in this thread I'd love to see how you guys have filled out the mod/enhancement slots.
Anyone care to create a character on http://swtor.askmrrobot.com/character to show us how you obtained thoses stats?
Here is how my gear is currently setup. It's not ideal as I'm still working to get better mods:
Completely unbuffed I'm at the following stats:
Dmg Reduc: 47.33%
Def Chance: 22.41%
Shield Chance: 39.64%
Shield Absorb: 36.9%
I did what alot of people did in first reading this and blindly tried to obtain 30% Defense Chance. It's just not going to happen even with full 1.3. I've since been re-modding my 1.3 set to end up with the above stats.
And yeah the only thing that hits remotely hard in the game is the Forman Crusher and the end of the jarg and sorno fight on 16 man hard and nightmare. The rest is pretty much cake as far as hard hits.

Shield Chance: 37.27%
Shield Absorp: 33.16%
Ive had bad luck getting some more shield/absorption enhancements. WIth Rakata being reitemized in 1.2, this might not be a problem anymore.

So now with full rakata and one biochem implant :
Health: 21389.5 (with just Hunter's boon, not stim)
Armor Rating: 7647.0
Damage Reduction: 47.45%
Defense Chance: 21.51% (always more with my biochem stim)
Shield Chance: 39.29%
Shield Absorption: 39.49%
If you want to see how I manage to obtain this stats just take a look at my character
I don't want to go under 21/22 % defense for now, anyway no problem AT ALL to tank every encounter in NM with this

At least until 1.2 nerfs my hp! Yay!

Guys, this is a theorycrafting thread. We don't care what stats you have personally.
If you want to note specifically the theorycrafting basis you used for a particular stat arrangement, or a particular module choice on gear, fine, but just posting your stats and an AMR link is worthless and thus against our forum rules (doesn't contribute to the discussion).
